BACKGROUNDER
Daughter infiltrates the mob to get evidence to clear her dad after Liberals botch investigation
Sidney Vincent Morrisroe (d.o.b. June 4, 1934) was convicted on June 13, 1984 of being a party to first degree murder, by aiding Scott Forsyth, the self-confessed trigger man, to kill Penthouse strip club owner, 71 year old Joseph Philliponi. Both the killer and Sid each received the mandatory term of life imprisonment without eligibility for parole for 25 years.
Sid has professed his innocence from the outset. In 1994 the Justice Department agreed that there was enough evidence to warrant an investigation into Sid's conviction; an investigation which Allan Rock's staff promised would be "impartial, thorough and conscientious."
In 1995, the Department of Justice was made aware by Sid's daughter, Tami, that one Salvatore Ciancio, a relative of the Filliponi family, had inside information implicating Joe's brother Ross in arranging Joe's murder and that Sid had been targeted as the patsy. The Department of Justice politely asked Sal about this and accepted his verbal denial and his written denial of ever having said any such thing without ever properly following through to investigate this information.
Consequently, Allan Rock denied Sid's application for a new trial citing, in part, Tami's information to not have checked out. "Finally, the Minister of Justice found that it was not necessary in these circumstances to commence a new investigation by non-departmental counsel. He was satisfied that the investigation carried out by departmental officials was fair and thorough."
When Tami went about to gather proof of the accuracy of this information she also stumbled upon organized crime. She brought the information about Sid's case to the attention of the RCMP. Soon after, she was working undercover for the RCMP. She is now in the Witness Protection Program.
She also brought this information to the personal attention of Solicitor General Herb Gray while he was considering an application for clemency for Sid on account of his stroke and seizures and generally failing health. Mr. Gray has also not acted upon the information.
On April 15, 1997, Allan Rock was personally served by MP, Dr. Keith Martin, with a new application requesting an independent investigation by the RCMP, or a new trial and an immediate transfer of Sid into the custody of the RCMP's Witness Protection Program.
On April 28, 1997 Tami learned that Allan Rock passed this security sensitive application on to his staff even though the application itself stated that in doing so he would risk leaking this information to the very people Tami is hiding from. This prompted Tami and Sid to go public in the hopes that the Canadian public would seek some accountability from the Liberal government.
Tami claims that the federal Liberal government is uncaring and without compassion and has broken its promise to investigate her father's case thoroughly. Since the Vancouver City Police Dept. has declined to formally request the RCMP to investigate Sid's case the RCMP need authorization from Allan Rock to do so; he has so far not given it.
The Morrisroes are willing to stand by the results of an RCMP investigation. After 13 years of questions being raised about the Morrisroe conviction should this issue not be put to rest once and for all. The Morrisroes have never asked for exoneration of Sid, only that the RCMP or a court of law take a second look at all the facts.

The issues:
* Tami told Allan Rock's Ministry in 1995 that Salvatore Ciancio told her he knew Sid had been set up and that he knew this because he was related to the Philliponi family.
* Tami's position: If Rock would have investigated this information in a manner consistent with his promise to do so thoroughly, rather than dismiss it so lightly, Tami would not have had to try and gather this evidence herself which resulted in her entire family being moved into the witness protection program and Sid now being locked up 24 hours a day in maximum security for his own safety.
* Tami wants Allan Rock to order a new trial or, at the very least, order the RCMP to conduct an independent investigation into Sid's case. If a new trial is ordered the courts immediately regain jurisdiction to grant Sid bail pending the outcome of a new trial, a condition of that bail being that he remain in the custody of the RCMP's Witness Protection program. He would then be safe.
* The RCMP have no legal mechanism by which to transfer Sid from prison into the custody of their Witness Protection Program; only a Liberal Cabinet Minister such as Rock or Gray or, the Prime Minister has the legal authority to initiate proceedings under s. 749(2) of the CCC to transfer Sid from prison into the custody of the Witness Protection Program.
ACCURACY CHECKS: The following facts have been confirmed by the RCMP
* Tami did not make any deal whatsoever with the RCMP for any exchange of information in return for her dad's freedom, nor has she ever claimed to have done so.
* Tami did go undercover in an effort to gather information about her dad's innocence which Allan Rock had earlier dismissed as, "did not check out."
* Tami worked as an agent for the RCMP while wearing a wire and the RCMP have these tapes. She did so voluntarily and not as any part of any deal for anything.
* Tami married Salvatore Ciancio as part of the ruse. When Salvatore raped her the RCMP helped her fake a torn cervix to thwart further sexual advances from Sal.
* Bob Stall & The Province editor confirmed everything in Bob's story directly with senior RCMP officials.
